At JCPenney, we value our supplier relationships. In the spirit of that commitment, we ask suppliers to comply with our buying process by adhering to the following:
Contractual Terms
JCPenney requires a legal agreement covering the relationship with our suppliers.
Electronic Data Interchange (EDI)
JCPenney uses EDI, an electronic transmission application, to process purchase orders, invoices, shipping notices and other merchandising collateral to communicate with suppliers. All JCPenney suppliers should be EDI-capable.

Financial Position
JCPenney requires that suppliers have the resources and the ability to raise the capital needed to supply JCPenney purchases.
Suppliers must have their financial information listed with Dun & Bradstreet.

Insurance Requirements
Suppliers must have the ability to obtain and maintain the minimum required levels of insurance ($2 million) necessary to conduct business with JCPenney.
Labor Law Compliance
Suppliers are required to share our commitment to meeting requirements under the Fair Labor Standards Act and other applicable laws and regulations in the United States and abroad. In addition, JCPenney suppliers must be able to commit to legal compliance and ethical business practices in all their activities as well as those of the contractors.
Production, Delivery and Lead Time
Suppliers should have the production capability to adapt to our lead-time requirements and deliver according to JCPenney's timing schedules. Production flexibility as related to quantity is also necessary.
Each product purchase is a unique case. It may be stocked in a very minimum amount of stores or in as many as several hundred stores, depending upon its merits as well as current and foreseeable demand.
Note: Building lines of merchandise for each season is a long process. The amount of time required varies by the distinctive line of product, ranging from a short lead-time to commitments months in advance. Full compliance to the delivery of product quantities contracted for and to the shipping of product to assigned destination(s) is expected. This will be a crucial step in your business transaction with JCPenney.
Product Safety
Products sold to JCPenney must comply with all federal, state and local laws pertaining to product safety and quality, as well as with our quality standards.
As a potential supplier, you may be asked to leave behind samples of your product for testing purposes.
Electronic Supplier Communication
JCPenneys’ Supplier Internet site facilitates communication between the Company and its suppliers. This site provides relevant business information about sales and inventory, product and accounts payable information, access to up-to-date JCPenney manuals and policies, and access to associate and store directories. |
